PNP tells cops to keep partisan politics off their social media accounts

Posted: 10 Oct 2021 10:04 PM PDT

Franco Luna – Philstar.com

October 11, 2021 | 1:04 p.m.

MANILA, Philippines – The Philippine National Police on Monday warned its staff to remain apolitical and keep partisan politics out of their social media accounts, especially when representing the police organization.

In a statement, Police General Guillermo Eleazar, chief of the PNP, warned police officers against expressing their political leanings on social media, saying it would go against the non-partisan stance of the organization in politics.

“Although I encourage all police officers to exercise their suffrage right as citizens, they must remain apolitical in the exercise of their mandate as members of the PNP,” he said.

“I remind all police officers to be careful what they post on their social media accounts and to refrain from showing support or campaigning against aspiring local or national politicians,” the PNP chief said. .

Eleazar has repeatedly issued similar warnings in the run-up to the 2022 election.

PNP Social Media Guidelines

The police chief in his statement stressed PNP Memorandum Circular 2020-034 published in March of last year containing guidelines and procedures on social media content, posting and engagement using social media accounts and individual PNP staff accounts.

The note contains a ban on social media posts “which would be contrary to the interests of the PNP as an organization” and prescribes administrative sanctions against those who violate the ban.

PNP accounts are still marked today

Former PNP chiefs have pointed to the same note to discourage local police stations from applying red beacons, a practice that would not be police policy.

Social media officials at some police offices, like the one in the Quezon City Police District, received a “reminder” to be more cautious after using the official QCPD Facebook account to falsely accuse the organizers of the community pantry of links with the communist rebels. .

But even today, official PNP accounts display content linking groups of workers protesting against endo, a term coined in Filipino for “end of contract” that refers to the practice of hiring a worker for contracts that circumvent the requirement for tenure to be granted for the sixth month of service. , and galloping contracting.

Other publications also falsely link activists protesting the anti-terrorism law to the Communist Party of the Philippines, using the latter as the backdrop for allegedly anti-terrorism publications.

“I will repeat the warning to every policeman not to get involved in politics. The only thing we have to side with is the country and the people, not a personality, a politician or a party,” stressed Eleazar.

Turnkey banking as a service

The simplest – and most common – BaaS offering is one that brings together everything a business might need to deploy financial services and makes them available through an API. Companies providing these types of services include Synapse, Unit, and Bond, among others.

Typically, these BaaS providers earn their money by charging platform fees to customers and / or sharing the interchange revenue or other fees generated by the customer’s end product or service.

Countdown to our rapture with AI – TechCrunch

Posted: 09 Oct 2021 10:05 AM PDT

Welcome to The TechCrunch Exchange, a weekly startup and market newsletter. It is inspired by what day of the week Exchange column digs, but free, and made for your weekend reading. Want it in your inbox every Saturday? Register now here.

Happy Saturday everyone. Hope you are well, rested and relaxed.

Today we are going to have fun. Of course, at the bottom we have our usual mix of rounds and venture capital ratings and so on. But first, let’s talk about AI.

This week, I got to chat with two different companies who are working to make artificial intelligence a little more concrete. One was for hardware, the other for software.

On the hardware side, I spoke with Peter Chapman from IonQ. IonQ is a quantum computing company that recently went public through a SPAC. However, instead of digging into buyouts and other blank check minutiae, Chapman and I mainly discussed science fiction and what strong AI really means.

Simply put, strong AI is not the way Alexa works today. Alexa, according to Chapman, works by asking engineers to code many possible responses to queries. It evolves for a while. Corn strong AI needs to be able to write its own code, Chapman explained, which makes it fundamentally different from human-generated question-and-answer setups.

This fits the quantum topic because quantum computing, Chapman said, is very good for the kind of code generation that a strong AI will require. And, most importantly, it’s also good enough to analyze a myriad of probabilities at the same time and choose between them.

All this to say that quantum computing is reaching its early commercial stages and that companies like IonQ – named for its use of trapped ions in its technology – are helping usher in this new era of computing. As quantum computing becomes more and more mainstream, we should be able to get closer to the kind of AI that is not limited to ML models at a macro scale.

On the software side, I called Rachel Carpenter, CEO of Intrinio. Her company has built a huge set of financial data that it makes available through an API. As a financial nerd, that’s cool. The amount of time you spend reading the documents filed with the SEC will determine whether or not you care about this part of Intrinio.

But the startup is also building something called Thea, an AI service that works by weaving neural networks into a custom natural language processing machine that can understand text. For people looking to analyze huge amounts of financial reports, this is a great product idea.

What struck me when talking to Carpenter was that Thea was first trained on the larger Internet. It’s not just a financial language analysis tool. He can do more.

Today, the company keeps Thea’s focus on its financial niche, according to the CEO. But if Intrinio can launch something this complex using partially open source services, we could see many more smart systems like Thea hit the market in the years to come. Merge that with increasingly commercial quantum computing technology and it seems, maybe, that we may one day be on our way, perhaps, to getting closer to real artificial intelligence.

Yes, we were both born 50 years too early.

Venture capital this, venture capital which

As expected, the venture capital landscape in the third quarter was completely bonkers. Crazy dish. Historically rich. Choose your phrasing.

So far, Q4 is exactly and exactly the same. A sample :

  • Notion raised a $ 275 million round at a valuation of $ 10 billion, according to Forbes’ Alex Konrad. (Alexis has done a great job lately, I must note.) This is indeed free capital. How? ‘Or’ What? Notion has just sold 2.75% of itself for north of a quarter of a billion dollars. In terms of capital efficiency in terms of dilution, it’s… cheap. Especially for a startup that is still too concerned about its income scale to really share the numbers. Notion still had a bunch of his last round in the bank before this round. Thus, he raised a quarter of a billion dollars on specifications, from investors who had so much capital to bet that the company manages an exit of at least 30 billion dollars in time. Let’s see.
  • And this week Modern treasure has raised an $ 85 million Series C that values the financial technology firm’s “payment transactions” at over $ 2 billion. The company upped its Series B earlier this year, when it was valued at around $ 300 million per PitchBook data. It’s a lot of value creation in a very, very short time period ! But it seems pretty fitting for what we’ve seen in recent months.

All that to say that it doesn’t look like the fourth quarter is slowing down compared to the second and third quarters of this year. If 2022 doesn’t surpass the 2021 venture capital totals, I wonder how long it will take before I revisit this type of investment.

What a time to live.

In other news, I’ve written some other take-out tips this week – here and here – if you want something with more bite.

Since the inception and rise of social media, the mental health of young people around the world has been at a lowest historical. This is not just a coincidence. Studies show that there is a clear link between the use of social media and increasing rates of anxiety and depression in adolescents, which comes as no surprise to many. As a society, we are collectively aware of how addictive social media is, yet we knowingly spend our free time scrolling into oblivion.

While wasting time is definitely a negative thing, it has more of an impact than just being a zombie that’s on the phone all day. Negative body image is just one of the many possible effects of social media engagement, especially on apps like Instagram or TikTok. Not only is it detrimental for young girls to compare themselves to others they see on these apps, but most of what they compare to isn’t even real. Photo editing and retouching apps like Facetune promote a false reality and standards of beauty that teens work hard to try to maintain. In addition, these apps are obviously populated with a disproportionate amount of fitness influencers compared to the general population, which distorts beauty standards and causes low self-esteem.

There is a saying in which I fully believe: “Comparison is the thief of joy. "I believe social media perpetuates this endlessly. Body image issues can contribute to the onset of many eating disorders, with anorexia nervosa being the deadliest mental illness known to date.

Although some may argue that social media brings people together, and to some extent it is, we need to be very aware of its negative effects. The University of Pennsylvania conducted a study which showed high uses of social media apps increase feelings of loneliness.

As previously reported, rates of depression and anxiety among young people in the United States have skyrocketed over the years. last years, and this can be partially attributed to social media, where people can present their lives in the most positive light. However, what many tend to forget is precisely this: people post what they want the world to see on their feed. A majority of photos posted on Instagram are posed and took over an hour to edit and think of an “appropriate” caption. Everything online is not what it seems.

From first-hand experience, I know how incredibly harmful the impacts of social media can be. I spent more time than I would like to admit watching other people’s flagship movies. What I didn’t understand was that most of what I saw was not my reality. Not understanding this concept made me feel that my life was inadequate and missing. I felt like my Instagram feed defined who I was, even though that just wasn’t the truth. Your Instagram feed or profile does not define you as a person. You don’t have to wear a mask to "fit in" on a social media app. Understanding this has been of tremendous benefit to my mental health. I no longer feel the need to update my Instagram or stress about the “persona” I am displaying.

It is difficult to determine a clear solution to end this epidemic and this addiction to social media. Technology companies will continue to do their job to find ways to make these apps even more addicting and hard to stop using. Social media, ultimately, is a Business, and its employees will find ways to profit from its users, no matter what. Despite this, I believe there are ways to reduce the negative side effects of using social media. What I hope students in the North East – as well as young people around the world – take away from this is that there is so much more to life than living through a screen. As students, we can all try to spend less time on our devices and more time outdoors with loved ones. These are examples of proven ways we can actively improve our sanity and prioritize free time on our phones. We can also promote mental health resources and do our part to have conversations or dialogue about these issues. It also acts for decrease stigma that continues to surround mental health. Northeastern also has a responsibility to advocate for the mental health of its students. To do this, University health and counseling services need further improvement. As a university, we have a responsibility to be kind to each other and realize that we don’t know what someone else might be going through.

One final reminder for anyone reading: you are worth enough and worth more than any number of likes or followers on Instagram. You don’t have to change yourself to better adapt to the norms perpetuated by social media. You deserve to feel happy with who you are.

FirstNet will be deployed to 15 Air Force bases – GCN

FirstNet will be deployed to 15 Air Force bases

FirstNet, the broadband wireless broadband communications network designed for public safety, will now provide service to 15 Air Force bases.

Under the 21-year agreement, the bases will be able to support continuous voice, data and video communications, interoperability with existing land mobile radio assets as well as secure and interoperable communications between the first base responders and local public security personnel.

Users will have access to FirstNet’s priority and preemption services on the LTE 14 band spectrum as well as all of AT & T’s commercial LTE spectrum bands. FirstNet will provide Air Force bases with turn-to-core encryption so that all traffic is automatically secured as it navigates to different parts of the network.

FirstNet now covers 2.7 million square kilometers and has an improved 5G core. Plus, it’s built to strict specifications and public safety requirements, unlike commercial networks, AT&T said in its announcement.

“When off-base first responders take charge of on-base responses, they will benefit from these coverage enhancements,” Lance Spencer, executive vice president defense client for AT&T Public Sector and FirstNet, told Air Force Magazine. “Key command and operations posts will also be able to access this network.”

Spencer said the company aims to deploy FirstNet to all Air Force and Space Force bases.

Last year, the Air Force worked with AT&T to test 5G networking capabilities as a service at three bases, where the company also provided backbone, wide area network, telephony, access Internet and secure interoperability with existing systems. at all three bases, company officials said at the time.
